I feel it is critically important to international order to allow old laws to stand and run until new laws officially begin. Retroactively enforce anything would completely destroy people's trust in Portugal - how would people ever dare to invest in a country/do business with a country that can retroactively apply laws! This is a serious matter, please re-consider.

Dear Sir or Madam, As I understand it, it is okay for your country to decide on the law going forward; but to retroactively enforce a new law is very unusual and will destroy your good country's standing in the world. Your country is so good, why destroy its reputation and people's trust in it? I think go ahead and make new law, but everything that happened before the new law should follow the old law.

Portugal is by far one of the oldest and well-respected countries in the world. To retroactively enforce a new law that is yet to be put in place, will significantly damage Portugal's standing in the international community.

I will not trust investing in Portugal if you have taken people's money promising something in return, but then after you have the money, you change the rules on us. The fact that the government is even considering doing so is problematic enough, there needs to be a forceful refutation in order for any investor to be able to trust that the government will live up to it's word in exchange for them committing to investments in your country. By all means end the ARI if you think it's no longer in your country's interests, but doing so retroactively, and changing the rules for ARI renewals will be very damaging to investor confidence that Portugal will live up to commitments it's made.
