Leiria - Capital Europeia Da Cultura, Sem Tauromaquia

Exmos. Srs.,

As cidadãs e os cidadãos abaixo assinadas/os vêm, por este meio, pedir a V. Exas. que rejeitem por completo a possibilidade de a tauromaquia, seja em que vertente for, fazer parte do programa cultural a integrar no documento da candidatura de Leiria a Capital Europeia da Cultura 2027.

Perante a tentativa de colagem da indústria tauromáquica a esta candidatura – que está bem patente num vídeo publicado no Facebook da Rede Cultura 2027 em https://www.facebook.com/Redecultura2027/videos/705637983188328/ –, as cidadãs e os cidadãos abaixo assinadas/os pedem, também, a V. Exas. que não permitam sequer que se faça publicidade a espectáculos/eventos tauromáquicos em sítios da Rede Cultura 2027.

A fundamentação destes pedidos é a seguinte:

1. A tauromaquia é uma actividade violenta;

1.1. A tauromaquia implica violência extrema contra cavalos e touros, ambos mamíferos que, tal como os mamíferos humanos, têm sensibilidade e consciência, conforme evidenciado pela “The Cambridge Declaration on Consciousness”, assinada na Universidade de Cambridge, em 2012, por um grupo proeminente de neurocientistas cognitivos, neurofarmacologistas, neurofisiologistas, neuroanatomistas e neurocientistas computacionais;

1.2. No último relatório de avaliação do cumprimento da Convenção dos Direitos da Criança das Nações Unidas, a tauromaquia foi incluída no capítulo "Violência Contra Crianças”. O Comité dos Direitos das Crianças da ONU aconselhou até vários países, entre os quais Portugal, a criarem legislação que restrinja a participação de crianças em touradas, quer como participantes quer como espectadoras, referindo estar "preocupado com o bem-estar físico e mental das crianças envolvidas em treinos para touradas", bem como “com o bem-estar mental e emocional das crianças enquanto espectadoras que são expostas à violência” destes espectáculos;

1.3. Intervenientes nos espectáculos tauromáquicos, como toureiros e forcados, ficam frequentemente gravemente feridos, chegando alguns a perder a vida, no decorrer ou na sequência de tais espectáculos. Participantes noutros eventos tauromáquicos, como as largadas de touros, e até mesmo transeuntes em localidades onde estas se realizam, têm ficado gravemente feridos, ou mortos;

2. A tauromaquia gera tensões e afecta a coesão social do País. Desde sempre que tem havido em Portugal uma forte contestação à tauromaquia que tem vindo a intensificar-se, a par com a evolução de uma sociedade em que se tolera cada vez menos a violência e crueldade para com os animais. As culturas anti-tauromáquica e tauromáquica chocam-se, entrando os indivíduos que se revêm em cada uma delas muitas vezes em acessos confrontos, não só nas redes sociais e em debates sobre o fracturante tema veiculados por orgãos de comunicação social, como também no decorrer de protestos pela abolição das touradas, durante os quais têm ocorrido agressões físicas;

3. A comunidade Leiriense e as/os Portuguesas/es em geral não consideram a tauromaquia como parte integrante do seu património cultural. Por apenas 15,8% dos municípios de Portugal (em que se incluem apenas 3 dos 26 municípios dos que integram a Rede Cultura 2027) terem aprovado uma declaração “Tauromaquia - Património Cultural Imaterial” e se saber que estão a ser dados os primeiros passos que poderiam eventualmente levar à inscrição da tauromaquia no “Inventário Nacional do Património Cultural Imaterial”, já circula uma petição online contra esta classificação que, em poucos dias, reuniu dezenas de milhares de assinaturas – mais um sinal de que, ao contrário do que se passa em áreas como o teatro, a música ou a dança, a tauromaquia não é uma actividade consensual em Portugal, e nunca fará parte da identidade cultural comum das/os Portuguesas/es;

4. Os espectáculos/eventos tauromáquicos não são bem aceites internacionalmente e prejudicam a imagem do nosso País no estrangeiro. Qualquer associação entre a tauromaquia e Leiria como (candidata a) Capital Europeia da Cultura 2027 é prejudicial para a imagem da Região de Leiria, do Oeste, do Médio Tejo, de Portugal e da Europa.

Na expectativa de que os dois pedidos efectuados sejam aceites, as/os signatárias/os desta Petição apresentam os seus respectivos melhores cumprimentos.

The undersigned citizens hereby ask you to completely reject the possibility that bullfighting, whatever its nature, is part of the cultural program to be included in the application document of Leiria for the European Capital of Culture 2027.

In view of the attempt by the bullfighting industry to stick to this application - which is very evident in a video posted on Facebook by Rede Cultura 2027 at https://www.facebook.com/Redecultura2027/videos/705637983188328/ -, the citizens below signed, they also ask you to not even allow advertising to be made to bullfighting shows / events on sites of the Cultura 2027 Network.

The reasons for those requests are as follows:

1. Bullfighting is a violent activity;

1.1. Bullfighting implies extreme violence against horses and bulls, both mammals that, like human mammals, have sensitivity and awareness, as evidenced by The Cambridge Declaration on Consciousness, signed at the University of Cambridge in 2012 by a prominent group of cognitive neuroscientists, neuropharmacologists, neurophysiologists, neuroanatomists, and computational neuroscientists;

1.2. In the latest report on compliance with the UN Convention on the Rights of the Child, bullfighting was included in the chapter “Violence against Children.” The UN Committee on the Rights of the Child has advised even several countries, including Portugal, to create legislation to restrict children's participation in bullfighting, both as participants and as spectators, reporting being "concerned about the physical and mental well-being of children involved in bullfighting training" as well as "the mental and emotional well-being of children as spectators who are exposed to the violence ”of these shows;

1.3. Players in bullfighting shows, such as bullfighters and pitchforks, are often seriously injured, some even losing their lives during or following such shows. Participants in other bullfighting events, such as bullfights, and even passers-by in places where bullfights are taking place, have been seriously injured or killed;

2. Bullfighting creates tensions and affects the social cohesion of the country. There has always been a strong contestation in Portugal for bullfighting that has been intensifying, along with the evolution of a society in which tolerance is less and less tolerated to violence and cruelty to animals. Anti-bullfighting and bullfighting cultures clash, with individuals who find themselves in each of them often in clashes, not only on social networks and debates about the fracturing theme conveyed by media organizations, but also over time protests for the abolition of bullfighting, during which physical aggression has occurred;

3. Leiria's community and the Portuguese in general do not consider bullfighting as an integral part of their cultural heritage. Only 15.8% of the municipalities of Portugal (including only 3 of the 26 municipalities of the Culture Network 2027) approved a declaration “Tauromaquia - Intangible Cultural Heritage” and knowing that the first steps are being taken which could eventually lead to the registration of bullfighting in the “National Inventory of Intangible Cultural Heritage”, an online petition against this classification is already circulating which, in a few days, gathered tens of thousands of signatures - another sign that, contrary to what in areas such as theater, music or dance, bullfighting is not a consensual activity in Portugal, and will never be part of the common cultural identity of Portuguese people;

4. Bullfighting shows / events are not well accepted internationally and damage the image of our country abroad. Any association between bullfighting and Leiria as (candidate for) European Capital of Culture 2027 is damaging to the image of the Leiria Region, the West, the Middle Tagus, Portugal and Europe.

In the expectation that the two requests made will be accepted, the signatories of this Petition give their best regards.
