ERASMUS+ : PORTUGAL EM RISCO
Para: Aos Excelentíssimo Senhor Ministro da Educação e Ciência; Excelentíssimo Senhor Ministro da Solidariedade, Emprego e Segurança Social
Na sequência dos recentes desenvolvimentos legais relativos ao início do ERASMUS+ em Portugal, com a publicação da Resolução do Conselho de Ministros nº15/2014, de 24 de fevereiro de 2014 que cria as agências nacionais para a gestão deste Programa da União Europeia para os próximos sete anos, os trabalhadores da Agência Nacional para a Gestão do Programa Aprendizagem ao Longo da Vida (AN PROALV) vêm alertar para os riscos decorrentes da aplicação desta Resolução.
Considerando:
a. a morosidade do processo de criação da nova Agência, imposta pela Resolução do Governo de Portugal;
b. os efeitos contraproducentes da demora na contratualização e financiamento atempados da Comissão Europeia com a nova Agência Erasmus+, e por isso na transferência dos fundos para os beneficiários finais;
c. que a estrutura a criar para o novo organismo não prevê a transição da atual equipa de trabalhadores;
d. a total desconsideração das elevadas qualificações dos atuais trabalhadores, da experiência acumulada ao longo de anos, do conhecimento técnico especializado e da capacidade de gestão, necessários para “assegurar uma gestão eficiente e eficaz do Programa e uma boa gestão financeira dos fundos da União”, conforme exigência da Comissão Europeia;
Esta Resolução do Governo de Portugal compromete, irremediavelmente, a participação de Portugal no novo programa ERASMUS+ e a transferência de financiamento comunitário num total de 33 milhões de euros para a realização de projetos e intercâmbios.
A referida Resolução do Governo de Portugal desrespeita os atuais e futuros beneficiários, as instituições, os estudantes e os professores que projetaram o seu futuro individual e institucional nas oportunidades oferecidas por este Programa – Universidades, Institutos Politécnicos, Escolas, Centros de Formação Profissional, ONG, Associações, Empresas, Municípios, entre outras, bem como estudantes, formandos e profissionais da educação e formação.
Convictos de que esta é uma missão de TODOS e para TODOS aqueles que participaram, participam ou pretendam participar nestes Programas, os signatários desta petição vêm exigir o rigor e a exigência requeridos para a gestão de fundos comunitários, no sentido de garantir a continuidade da Equipa Técnica responsável pela boa execução dos programas anteriores e para garantir a participação de Portugal no Erasmus+.

To his Excellency the Minister of Education and Science and his Excellency the Minister of Solidarity, Employment and Social Security
Following the recent legal events concerning the beginning and implementation of the ERASMUS+ Programme in Portugal, namely, the publication of the Resolution of the Council of Ministers No.15/2014, of 24th February 2014, which establishes the National Agencies that will manage the above mentioned European Union Programme for the next seven years, the staff of the Lifelong Learning Programme National Agency (ANPROALV) in Portugal wish to draw attention to the risks that may arise from this regulation.
Considering:
a). the length of the procedure that will establish the new Agency, imposed by the Resolution of the Portuguese Government;
b). the counterproductive effects that will arise from the tardiness in celebrating the contract between the European Commission (EU) and the new Erasmus+ National Agency, as well as, subsequently, receiving the funding in time to transfer the subventions to the final beneficiaries;
c). that the structure foreseen in the creation of the new organization does not consider the transition of the currently employed staff;
d). and finally, the tacitly shown disregard for the highly qualified team currently in office, for the know-how acquired over the years, the technical expertise and the management capacity which are necessary to “ensure an efficient and effective management of the Programme and a sound financial management of the European Union funds”, as required by the European Parliament and the Council (Article 28);
This Resolution of the Portuguese Government will irretrievably compromise the participation of Portugal in the Erasmus+ programme and the transference of the Community funding which amounts to 33 million euros to develop projects and exchanges.
The above mentioned Resolution of the Portuguese Government disrespects the current and future beneficiaries, the institutions, the students, the teachers and the staff who projected their personal and institutional future in the opportunities offered by this Programme – higher education institutions, schools, VET training centres, NGO, associations, companies/enterprises, municipalities and others, as well as students, trainees and staff from all education and training levels.
Thoroughly convinced that this is a mission from ALL and to ALL those that participated, participate and want to participate in this Programmes, we, the undersigned petitioners, demand the necessary thoroughness and requirements to manage community funds, in order to guarantee the continuity of the Technical team in charge of the sound and successfully implementation of earlier programs and to ensure the participation of Portugal in Erasmus+.
