Portugal is not complying with European rules on air quality and emission control due to two serious failures:
1. Insufficient public transport
• In areas outside Lisbon, Porto, Setúbal, etc. public transport is scarce, slow, and poorly coordinated.
• Many people are forced to use their cars every day.
• Result: massive congestion, high pollution levels, and non-compliance with European sustainable mobility objectives.
2. Vehicles circulating without particulate filters
• Many diesel cars circulate with the particulate filter removed (illegal).
• Periodic inspections (IPO) cannot detect this because they lack the appropriate equipment.
• These vehicles emit extremely high levels of fine particles, violating EURO standards and harming public health.
Request to the European Commission
To investigate Portugal for:
• failure to apply air-quality rules,
• failure to control vehicle emissions,
• and lack of effective sustainable mobility measures.
