Esta petição visa registar publicamente a posição de residentes legais em Portugal que iniciaram o seu percurso de integração antes da eventual entrada em vigor da Proposta de Lei n.º 1/XVI/1.ª, atualmente em discussão na Assembleia da República.
Milhares de pessoas começaram a sua residência legal confiando nos princípios da legalidade, da não retroatividade e da proteção da confiança legítima. Muitos já contribuem para a sociedade portuguesa, respeitando as suas leis, cultura e instituições, com a expectativa legítima de aceder à nacionalidade segundo os critérios atuais.
Qualquer reforma legislativa futura não deve apagar esse percurso nem penalizar quem já iniciou a sua integração. Esta petição não se opõe à reforma, mas exige que os direitos dos residentes legalmente integrados sob o regime atual sejam respeitados.
Assinar esta petição é afirmar um compromisso com a justiça, a continuidade e a dignidade dos residentes legais em Portugal.
Apelamos ao Provedor de Justiça, à Assembleia da República e às entidades competentes que reconheçam esta posição e garantam que nenhum residente legal seja prejudicado por alterações retroativas.

This petition was launched in October 2025, prior to the potential approval of Draft Law No. 1/XVI/1.
It is intended for all legal residents who began their residence before the proposed reform.
This petition represents a collective expression of dignity and civic commitment.
This petition aims to publicly register the position of individuals who began their legal residence in Portugal prior to the potential enactment of Draft Law No. 1/XVI/1, currently under discussion in the Assembly of the Republic.
Thousands of residents have started their integration journey under the current legal framework, trusting in the principles of legality, non-retroactivity, and the protection of legitimate expectations. Many have already contributed to Portuguese society, respecting its laws, culture, and institutions, with the legitimate expectation of acquiring nationality under the existing criteria.
Any future legislative reform should not erase this path nor penalize those who have already begun their integration. This petition does not oppose reform but demands that the rights of those legally integrated under the current regime be respected.
Signing this petition affirms a commitment to justice, continuity, and dignity for legal residents in Portugal.
We respectfully call upon the Ombudsman, the Assembly of the Republic, and all relevant institutions to acknowledge this position and ensure that no legal resident is harmed by retroactive.
