Vimos, por este meio, apresentar uma Petição Pública contra a Administração da AIMA, com o objetivo de expor a sua grave incompetência e solicitar a correção imediata das situações abaixo descritas, que estão a prejudicar a vida de milhares de emigrantes, nomeadamente:
É impossível contactar a AIMA por telefone.
É impossível contactar a AIMA por correio eletrónico.
É impossível obter qualquer contacto da Administração da AIMA.
Para obter uma senha de atendimento e solicitar informações na AIMA, é necessário pernoitar em filas durante horas, em condições indignas.
Os funcionários nos balcões de atendimento não dispõem de informação adequada, prestam frequentemente informações incorretas, remetendo os cidadãos para a Estrutura de Missão, que, por sua vez, os devolve à AIMA, revelando total ausência de orientação superior.
Adicionalmente, o Portal das Renovações apresenta erros informáticos que impedem os cidadãos estrangeiros de dar seguimento aos seus processos, designadamente:
“A sua situação de dívida com a Segurança Social e a Autoridade Tributária está em revisão. Uma vez validada, poderá fazer os pedidos. Por favor volte mais tarde.” — Este erro persiste há meses, mesmo em casos em que a situação fiscal e contributiva se encontra regularizada, impossibilitando a submissão dos pedidos.
“O seu pedido não foi submetido por existirem os seguintes problemas: Este número de cartão/título de residência já foi associado a um agendamento presencial na AIMA.IP.” — Outro erro informático, através do qual os cidadãos recebem esta mensagem sem nunca terem sido notificados de qualquer agendamento, ficando igualmente impossibilitados de avançar com o pedido de residência.
No dia 15 de outubro caducou o decreto-lei que conferia validade aos documentos de residência expirados, não tendo o Governo procedido à sua renovação. Em consequência, milhares de pessoas passaram a encontrar-se em situação irregular, impossibilitadas de renovar o título de residência, sem acesso efetivo à AIMA e expostas ao risco de deportação.
O Governo exige que as regularizações sejam efetuadas no prazo de 180 dias. Contudo, devido aos erros informáticos e à impossibilidade de contacto com a AIMA — seja pelos meios tradicionais, seja através do portal — tal regularização torna-se inviável.
Nos balcões de atendimento presencial da AIMA, os funcionários não dispõem de soluções, limitando-se a recomendar o envio de emails, perpetuando o bloqueio e deixando a situação por resolver.
É imperativo que esta situação seja levada ao Parlamento, pois configura um verdadeiro escândalo nacional e afeta milhares de pessoas que vivem em Portugal há anos, que trabalham, contribuem para a Segurança Social e para o país, sempre cumpriram com as suas obrigações e, por má gestão da AIMA e manifesta falta de responsabilidade, são agora impedidos de renovar a sua autorização de residência.
Exigimos que os erros informáticos sejam corrigidos de imediato e que esta petição seja levada ao Parlamento.
É inadmissível que a sua Administração se mantenha ausente, sem dar a cara, sem assumir responsabilidades e sem apresentar soluções concretas para esta crise.

We hereby present a Public Petition against the Administration of AIMA, with the purpose of exposing its grave incompetence and requesting the immediate correction of the situations described below, which are harming the lives of thousands of migrants, namely:
It is impossible to contact AIMA by telephone.
It is impossible to contact AIMA by email.
It is impossible to obtain any contact from AIMA’s Administration.
In order to obtain a ticket for service and request information at AIMA, it is necessary to spend the night in queues for hours, under degrading conditions.
The staff at the service counters do not have adequate information, often provide incorrect guidance, directing citizens to the Mission Structure, which in turn sends them back to AIMA, thus revealing a total lack of superior orientation.
Additionally, the Renewals Portal presents IT errors that prevent foreign citizens from proceeding with their applications, namely:
“Your situation of debt with Social Security and the Tax Authority is under review. Once validated, you will be able to submit your applications. Please try again later.” — This error has persisted for months, even in cases where the tax and social security situation is fully regularized, making it impossible to submit applications.
“Your request was not submitted due to the following problems: This residence card/residence permit number has already been associated with an in-person appointment at AIMA.IP.” — Another IT error, through which citizens receive this message without ever having been notified of any appointment, leaving them equally unable to proceed with their residence application.
On 15 October, the decree-law that granted validity to expired residence documents expired, and the Government did not proceed with its renewal. As a result, thousands of people have found themselves in an irregular situation, unable to renew their residence permits, without effective access to AIMA, and exposed to the risk of deportation.
The Government requires that regularizations be completed within 180 days. However, due to the IT errors and the impossibility of contacting AIMA — either through traditional means or via the portal — such regularization becomes unfeasible.
At AIMA’s service counters, staff have no solutions to offer, limiting themselves to recommending that issues be reported by email, thereby perpetuating the impasse and leaving the situation unresolved.
It is imperative that this situation be brought before Parliament, as it constitutes a true national scandal and affects thousands of people who have lived in Portugal for years, who work, contribute to Social Security and to the country, and who have always fulfilled their obligations but are now prevented, due to AIMA’s mismanagement and manifest lack of accountability, from renewing their residence permits.
We demand that the IT errors be corrected immediately and that this petition be presented in Parliament.
It is unacceptable that AIMA’s Administration continues to remain absent, without showing accountability, without assuming responsibility, and without presenting concrete solutions to this crisis.
