O anunciado IC31, em nome de um modelo ultrapassado de progresso, pretende rasgar o concelho de Idanha-a-Nova, um dos poucos em Portugal que não é fragmentado por grandes vias rodoviárias e que, também por essa razão, é único na sua riqueza natural, cultural e patrimonial.
O Movimento Idanha Viva - um colectivo de actuais e futuros residentes no concelho de Idanha-a-Nova, originários de vários cantos do mundo e também de Portugal, unidos na busca de um ideal, no amor a uma terra, onde ainda é possível sentir que a Natureza prevalece e na luta pela sua protecção e preservação - e a Quercus - uma associação de protecção da Natureza, de utilidade pública, que luta pela preservação do ambiente e do desenvolvimento sustentável - pedem a união e participação activa de todos (portugueses e estrangeiros).
Numa altura tão importante na história da humanidade, onde cada vez mais se fala de mudança de paradigma, devemos alterar comportamentos e não repetir exemplos que já não servem, nem a nós, nem ao Planeta.
Cabe a todos nós proteger o extenso território de Idanha-a-Nova, vibrante de vida e história!
Nos últimos 30 anos, o concelho de Idanha-a-Nova, caracterizado por um acentuado decréscimo e envelhecimento populacional, tem assistido à chegada de novos residentes (portugueses e estrangeiros) que procuram ali estabelecer as suas famílias e, com isso, revigorar a vida social, económica, cultural e turística. O apelo de Idanha-a-Nova reside na qualidade de vida que proporciona. Longe da vida frenética das grandes cidades, novos e antigos residentes encontram paz e tranquilidade, silêncio, ar e água limpos, paisagens, aldeias e ruínas únicas e um estilo de vida mais humano. Graças ao contacto com a população local, os novos residentes têm vindo a aprender e a recuperar edifícios antigos, tradicionais e artesanais práticas agrícolas, bem como outros saberes ancestrais, em risco de desaparecer. São processos verdadeiramente inspiradores e emocionantes de se testemunhar e têm salientado a importância de repensar a definição de desenvolvimento.
O IC31 colocará tudo em risco!
- A sua presença irá cortar, literalmente, uma das últimas regiões de Portugal não divididas por grandes vias rápidas, razão pela qual muitos se mudaram, ou pretendem mudar-se, buscando uma maior conexão com a Natureza.
- Irá contribuir para a delapidação do espaço natural, ao destruir e fragmentar a ecologia da região, levando ao desaparecimento de inúmeras espécies de fauna e flora de incalculável valor, incluindo espécies protegidas e em perigo, como o lobo ibérico (Canis lupus signatus) e o lince ibérico (Lynx pardinus), grandes áreas de florestas e habitats protegidos e prioritários de conservação, como os carvalhais de carvalho das beiras (Quercus pyrenaica), sobreirais e azinhais, galerias ripícolas entre outros.
- O enorme potencial para o ecoturismo sustentável, até pela presença de Monsanto e Idanha-a-Velha, duas das 12 Aldeias Históricas de Portugal, as únicas em Idanha-a-Nova, está agora ameaçado.
- Em vez de poder fazer parte da recordação de uma viagem a um ambiente natural e histórico de grande beleza e autenticidade, diferente de qualquer outro lugar em Portugal, Idanha irá juntar-se a outras áreas que foram sacrificadas para projectos de infra-estruturas de grande escala (e.g. linhas de alta tensão no Parque Nacional do Gerês e Sortelha). Uma nova infra-estrutura rodoviária corre o sério risco de matar a economia local e contribuir ainda mais para a já tão acentuada desertificação(1).
Pedimos à Assembleia da República e às entidades competentes que ponderem sobre o que é realmente importante e faz sentido, neste momento e no futuro, para a região de Idanha-a-Nova e (re)considerem:
a. a opção zero - não construir o IC31 - para debate;
b. retirar as portagens nas auto-estradas existentes de acesso ao concelho que, juntamente com os preços actuais dos combustíveis, contribuem para um afastamento cada vez maior de pessoas;
c. equacionar uma alternativa mais ecológica, através da revitalização das infra-estruturas ferroviárias já existentes, como a linha da Beira Baixa e Beira Alta;
d. canalizar os fundos respectivos para melhorar a qualidade e segurança das estradas existentes que já fazem, há anos, a referida ligação Castelo Branco - Espanha, e para beneficiar directamente a população local, através de projectos de infra-estruturas de saúde, educacionais, turísticas, sociais e habitacionais, e o meio ambiente, em vez de os prejudicar;
e. incluir toda a população numa discussão transparente sobre o IC31, ouvindo também grupos como o Movimento Idanha Viva (
[email protected]) e a QUERCUS.
Em conclusão, gostaríamos de chamar a atenção para o facto de as razões que motivaram o projecto do IC31 há tantas décadas, estarem hoje completamente obsoletas. O mundo e Portugal mudaram. Outras prioridades surgiram. As alterações climáticas e a perda de ecossistemas são ameaças graves para o Planeta, Portugal e para aquela Região, podendo e devendo Idanha-a-Nova assumir um papel preponderante e pioneiro na construção de pontes humanas e ambientais, de regeneração, com a Europa e com o Mundo. Este é o momento de “colocar em prática aquilo que está estudado e proposto"(2) no Plano Intermunicipal de Adaptação às Alterações Climáticas da Beira Baixa, apresentado para discussão pública no dia 29 de Junho de 2022. É tempo de, seguindo as directivas europeias, abraçar escolhas cada vez mais sustentáveis e regenerativas. Construir cerca de 55 quilómetros de estrada, destruindo centenas de hectares de campo e terras agrícolas familiares, através de expropriação, para economizar a condutores apenas alguns minutos na viagem entre Lisboa e Madrid, sem trazer qualquer benefício para Idanha, poderá vir a ser lembrado como um lamentável e irreparável erro.

Petition for the protection of the municipality of Idanha-a-Nova, threatened by a highway (IC31)
To: The President of the Portuguese Parliament
The proposal to construct the IC31, in the name of an outdated model of progress, intends to tear apart the municipality of Idanha-a-Nova, one of the few in Portugal that is not fragmented by major roads and which, for precisely this reason, is unique in terms of its nature, culture and heritage.
The Movimento Idanha Viva is a collective of current and future residents in the municipality of Idanha-a-Nova, who come from various corners of the world, as well as Portugal. They are united by their search for an ideal, their love of a land where nature still prevails, and their struggle to protect and conserve this land. The collective, in partnership with Quercus – an association for the protection of nature for the public good that fights for the preservation of the environment and sustainable development – call on the unity and participation of everyone (Portuguese and foreigners).
At such an important time in humanity’s history, when we are increasingly talking about changing paradigms, we must change our behaviour and not repeat examples that are no longer appropriate, not for us, nor for the planet.
It falls to all of us to protect the extensive territory of Idanha-a-Nova, full of vibrant life and history!
In the last 30 years, the municipality of Idanha-a-Nova, characterised by acute levels of depopulation and an aging population, has witnessed the arrival of new residents (Portuguese and foreign) looking to establish their families here and in so doing, reinvigorating the local social, economic, and cultural life, as well as tourism. The appeal of Idanha-a-Nova is found in the quality of life it provides. Far from the frenetic life of the big cities, new and old residents here find peace and tranquility, silence, clean air and water, unique landscapes, villages and historical buildings, and a more humanised lifestyle. Thanks to contact with the local population, new residents have come to learn about and recover old buildings, traditions, crafts and artisanal agricultural practices, as well as ancestral knowledge at risk of disappearing. These processes are truly inspiring to witness and stress the importance of rethinking the definition of development.
The IC31 puts all of this at risk!
- Its construction will literally cut through one of the last regions in Portugal not divided-up by large highways. The absence of highways is one of the reasons why many have moved, or are planning to move here in search of a greater connection with nature.
- It will contribute to the dilapidation of nature, destroy and fragment the regional ecology, leading to the disappearance of innumerable and priceless fauna and flora species, including protected and endangered species, such as the Iberian wolf (Canis lupus signatus) the Iberian lynx (Lynx pardinus), and large areas of protected forests and habitat that are a priority for conservation, such as Pyrenean oak, cork oak, holm oak and watercourses, among others.
- The enormous potential for eco and sustainable tourism, not least due to the presence of Monsanto and Idanha-a-Velha, the only 2 of 12 Historical Villages of Portugal that are situated in the municipality of Idanha-a-Nova, is now threatened.
- Instead of being remembered as a trip to a natural and historical area of great beauty and authenticity, different from anywhere else in Portugal, Idanha-a-Nova will be lumped with other areas that have been sacrificed to large scale infrastructure projects (e.g., the high tension power lines in the Gerês National Park and Sortelha). New highway infrastructure runs the serious risk of killing the local economy and contributing to the already grave issue of depopulation (1).
We ask that the Portuguese Parliament, and its competent authorities, reflect on what is really important and what makes sense, now and in the future, for the region of Idanha-a-Nova and that they (re-)consider the following:
a. Opening-up debate on Option 0 – Not constructing the IC-31
b. Remove tolls from highways that already provide access to the municipality because the existence of these tolls, in addition to the increasing cost of fuel, could exacerbate depopulation of the region.
c. Investigate more ecological alternatives, including revitalizing existing railway infrastructure, such as the Beira Baixa e Beira Alta lines.
d. Channel the funds instead to improve the quality and safety of existing roads that already connect Castelo Branco and Spain, and other infrastructure projects that stand to benefit rather than harm the local population, such as within the healthcare, education, tourism, environment, social and housing sectors.
e. Include the whole population in a transparent discussion about the IC-31, also listening to groups like Movimento Idanha Viva (
[email protected]) and QUERCUS.
In conclusion, we would like to draw attention to the fact that the reasons that motivated the IC-31 project so many decades ago, are today completely obsolete. The world and Portugal have changed. Other priorities have surfaced. Climate change and ecosystem loss are serious threats to the planet, to Portugal and to this region. This places Idanha-a-Nova in a position where it can and must take on a pioneering role in Europe and globally, in building regenerative bridges between humans and the environment. Now is the time “to put in practice that which has been studied and proposed” (2) in the Intermunicipal Plan for Adaptation to Climate Change in Beira Baixa (Plano Intermunicipal de Adaptação às Alterações Climáticas da Beira Baixa) which was presented for public discussion on June 29th 2022. In line with EU directives, it is time to embrace sustainable and regenerative choices. Building close to 55km of highway that will destroy hundreds of hectares of natural and family farming land, through a process of land expropriation, in order to save drivers only a few minutes on their trip between Lisbon and Madrid, and with no proven benefit to Idanha-a-Nova, may very well come to be remembered as a lamentable and irreparable error.
